The program works in Windows XP, but a few steps are required to make it work in Windows 7.
After downloading the program, install it. Right-click the desktop icon and select Properties. In the window that opens, click the Compatibility tab. Select Windows XP Sp3 and click the For All Users button at the bottom of the window. Close the window by clicking OK.
You can now open the program.
